REQUEST FOR EXPRESSION OF INTEREST

NATIONAL COMPETITIVE TENDERING (NCT)
The Ministry of Railways Development of the Republic of Ghana in collaboration with the Ghana Railway Development Authority intend to apply part of its budgetary allocation to payments under the contract for Feasibility Studies for the Re-Development of the Railway Line from Kotoku to Huni Valley (Central Line).

The objective of this project is to undertake a feasibility study of the railway line from Kotoku on the Eastern Line to Huni Valley on the Western Line which has been closed over 15 years ago in order to assess or determine the financial, socio-economic and environmental viability of the line to justify its re-development.

The feasibility study will involve economic, financial, social and environmental assessment of the existing line and the development of a business case that could attract private sector interest in its re-development.

The Ministry of Railways Development now invites eligible Consulting firms to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the requisite qualifications, relevant experience and expertise to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

The shortlisting criteria are that all Consultants responding to this Request for Expressions of Interest must have at least ten (10) years of relevant similar experience and technical capacity in providing Consulting Services for Transport Sector organizations across Africa.

Firms may associate with other firms in the form of a joint venture arrangement. Every bid must include significant Ghanaian participation.

Consulting Firms will be selected in accordance with the procedures set out in the Public Procurement Act, 2003 (Act 663) and the Public Procurement (Amendment) Act, 2016 (Act 914) of the Republic of Ghana.

The firm will be selected in accordance with the Quality and Cost Based (QCBS) selection method set out in the Public Procurement Act.

One (1) Original copy and five (5) Photocopies of the Expressions of Interest must be hand-delivered to the address below by 14:00 hours GMT on Friday, 4th May, 2018.

The envelope must be clearly labeled on the outside ‘Feasibility Studies for the Re-Development of the Railway Line from Kotoku to Huni Valley (Central Line)’ and addressed to:
